Viettel Da Nang Building: A Key Infrastructure Node in the City’s High-Tech Ecosystem

On June 30, 2025, the Military Industry and Telecoms Group (Viettel) officially commenced construction of the Viettel Da Nang Building, located in the heart of Da Nang City. More than just a new architectural development, the project is strategically positioned as a critical component in the city’s roadmap for digital infrastructure, semiconductor and artificial intelligence (AI) development toward 2030.

The building is being built on a site of over 39,800 m² in the North Monument Park area of Hai Chau District, with Vinaconex 25 JSC as the main contractor. The building is expected to integrate a variety of essential functions, including an operations and research center, data center, workspace for technology enterprises, and facilities for training and technology transfer. Its central location—near major traffic axes and leading universities—offers favorable conditions for infrastructure connectivity and attracting high-quality human resources.

Under its development strategy for 2025–2030, Da Nang identifies high-tech industries, semiconductors, and AI as its three strategic pillars. The city aims to become one of Vietnam’s top three national hubs in these sectors, and to raise the digital economy’s contribution to 35–40% of the city’s GRDP. A key objective is to build a comprehensive tech ecosystem with at least 100 technology enterprises, including 10 deep-tech companies specializing in core technologies.

Digital infrastructure and data systems are considered foundational to this strategy. Da Nang currently operates five Tier-III standard data centers with a combined capacity of over 4,300 KVA. A new regional data center in Software Park No. 2 is being finalized, and the city is working with Viettel to develop a regional AI-focused data center supporting cloud computing and digital government infrastructure. In parallel, transmission infrastructure is expanding with the development of a subsea cable landing station and deployment of 5G and IoT coverage across high-tech zones.

Da Nang’s technology ecosystem is rapidly evolving with the inclusion of major new projects. The Hoa Xuan Creative Space will serve as a multifunctional innovation hub for R&D, incubation, and tech events. The Da Nang Bay IT Park, invested by VNPT, is being developed as a hybrid model of high-tech and ecological zoning, targeting SMEs, startups, and research institutes.

To support this ecosystem, the city has introduced strong incentives in taxation, infrastructure, and training. In the fields of semiconductors and AI, scientists and experts are granted personal income tax exemptions, and enterprises receive 150% R&D cost deductions. Da Nang has also set a target to train 15,000 professionals in these fields by 2030, in cooperation with international partners such as Synopsys, NVIDIA, Marvell, and leading universities including Arizona State University, FPT University, and Phenikaa University. Starting from 2025, STEM and AI education will also be integrated into secondary school curricula.

From 2025 to 2030, a series of large-scale infrastructure projects will be deployed, including:

• A high-performance computing (HPC) center,

• A LAB–FAB project for advanced semiconductor prototyping and packaging,

• Regional data centers,

• And various innovation hubs.

These initiatives reflect Da Nang’s long-term commitment to positioning itself within the global semiconductor value chain.

With competitive labor costs, strong international connectivity, and an ICT workforce of over 52,000 professionals, Da Nang is emerging as a highly competitive destination for high-tech investment. The city’s development model emphasizes close coordination between government, business, and academia, which has become a hallmark of its innovation-driven growth.

The Viettel Da Nang Building is a key element in the city’s broader strategy for digital and high-tech infrastructure development. As a landmark investment by a leading technology corporation, the tower is expected to serve as a strategic node connecting actors within the emerging high-tech ecosystem that Da Nang is building and expanding.
