On the morning of November 7, the Department of Information and Communications organized a seminar to gather opinions on draft resolutions related to policies supporting the development of the semiconductor and artificial intelligence sectors in the city. Speaking at the seminar, Vice Chairman Ho Ky Minh stated that after a year of implementing specific steps to develop the semiconductor industry, Da Nang has achieved positive results in attracting investment, improving infrastructure, and training human resources. According to Conclusion No. 79-KL/TW from the Politburo regarding the continued implementation of Resolution No. 43-NQ/TW, the semiconductor and artificial intelligence industries are identified as one of the five key, breakthrough sectors contributing to the sustainable development of the city in the future.

On June 26, 2024, the National Assembly issued Resolution No. 136/2024/QH15, outlining several notable incentive policies for strategic investors and partners in the semiconductor and artificial intelligence fields.

To carry out directives from the Central Government, the Da Nang People’s Committee has swiftly identified goals and implemented specific tasks. The Department of Information and Communications has been tasked with drafting three resolutions on policies to support the development of semiconductors and artificial intelligence, which will be presented to the City Council for consideration at the end of 2024, aiming for implementation in early 2025. The goal is to create a favorable environment to attract significant investment from both domestic and foreign enterprises while developing a high-quality workforce.

“These resolutions will serve as important legal documents, reflecting the city’s commitment and political determination to promote the development of the semiconductor and artificial intelligence sectors,” Vice Chairman Ho Ky Minh emphasized.

He also urged the Department of Information and Communications to provide the best conditions for delegates to propose policy recommendations, while also noting and incorporating feedback to refine the draft before reporting to the city leadership.

At the seminar, participants focused on providing input for three main draft resolutions, including: policies for human resource development; a resolution recognizing businesses operating in the semiconductor and artificial intelligence sectors; and policies for managing and utilizing information infrastructure assets.

The human resource development policy will include regulations on recruitment criteria and compensation for experts and scientists working in the semiconductor and artificial intelligence fields in the city. City budget support programs will cover training costs for individuals studying semiconductor and artificial intelligence majors, as well as partially subsidizing the costs of hiring highly qualified personnel for businesses.

The resolution will also outline the criteria for recognizing businesses in the semiconductor and artificial intelligence sectors to benefit from tax exemptions and incentives for five years.

Regarding the management and utilization policy for information infrastructure assets, the resolution will specify procedures to support strategic investors in the semiconductor and artificial intelligence fields, including up to 5% support for total costs related to production equipment and the relocation of assets associated with new projects.

During the feedback session, Mr. Nguyen Tuan Phuong, Director of FPT Software Da Nang, suggested that additional support should be provided for semiconductor instructors, similar to that for personnel in businesses, as the current draft lacks incentives for this group. Mr. Nguyen Bao Anh, former Senior Director of Synopsys Vietnam, also emphasized the need for regulations to support housing for semiconductor experts coming to Vietnam to work.

Dr. Huynh Ngoc Tho, Vice Rector of the Vietnam – Korea University of Information Technology and Communications, recommended that the city reference the criteria for supporting semiconductor businesses from provinces that have already implemented such measures, as the criteria in the current draft are quite difficult to meet. He also proposed clearly delineating specific sectors within the industry to allow for more effective support.
