Delegation of the Ministry of Science and Technology visits Da Nang and attends the Launching Ceremony of the Advanced Semiconductor Packaging Laboratory Project at Da Nang Software Park No. 2
On July 28, 2025, the delegation of the Ministry of Science and Technology, led by Mr. Nguyễn Mạnh Hùng – Member of the Party Central Committee, Minister of Science and Technology – visited and worked in Da Nang City and attended the Launching Ceremony of the Advanced Semiconductor Packaging Laboratory (Fab-Lab) Project at the Da Nang Information Technology Park – Software Park No. 2.
Attending the ceremony were Mr. Lương Nguyễn Minh Triết – Alternate Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the People’s Committee of Da Nang City, along with representatives of departments, agencies, technology enterprises, and experts in the fields of semiconductors and artificial intelligence.
Minister Nguyễn Mạnh Hùng emphasized: “Fab-Lab is not only a place to develop advanced packaging technologies, but also a cradle for training high-quality engineers and experts – a key human resource for the national semiconductor industry.”



Launching the Fab-Lab model in line with the goal of semiconductor industry development

Mr. Nguyễn Bảo Anh – Co-founder and CEO of VSAP Lab introduced the objectives, orientation, and implementation scale of the project. Fab-Lab is expected to become a representative model combining research – training – pilot production in chip packaging technology, laying the foundation for developing core technological capabilities domestically.
The Fab-Lab Project is a concrete step in implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo, and the Vietnam Semiconductor Industry Development Strategy to 2030, with a vision to 2050, issued under Decision No. 1018/QĐ-TTg of the Prime Minister. It is also an important component in the roadmap for implementing Da Nang City’s Scheme on the development of semiconductors and artificial intelligence.
The project is invested with a total capital of VND 1,800 billion, built on a land area of 2,288 m², with a total usable floor area of more than 5,700 m², and is expected to be operational in Q4/2026. The project consists of two main zones:

Lab area (focused on R&D of advanced packaging technologies such as Fan-out Wafer Level Packaging (FOWLP), 2.5D/3D IC, Silicon Interposer, and Silicon Bridge);

Fab area (pilot production on actual wafers with advanced equipment such as lithography, wafer bonding, and internationally standardized testing systems).
Minister Nguyễn Mạnh Hùng emphasized the strategic role of packaging and testing in the global semiconductor value chain and highly appreciated the proactive role of Da Nang City and enterprises in forming a public–private partnership model to support innovation and high-quality human resource training.
The Minister also affirmed the commitment to continue accompanying Da Nang City in building a semiconductor industry ecosystem, supporting preferential mechanisms, and connecting international cooperation programs in the Central region.
Da Nang affirms commitment to developing the high-tech ecosystem
Delivering remarks at the event, Mr. Lương Nguyễn Minh Triết – Secretary of the City Party Committee, Chairman of the People’s Committee of Da Nang City – expressed sincere thanks for the timely attention and direction from the Ministry of Science and Technology toward the city’s orientation for science and technology development. He affirmed that Da Nang considers the semiconductor industry as a strategic priority in its investment attraction and high-tech human resource development strategy in the coming period.
He emphasized: “VSAP Lab will be the nucleus for forming a semiconductor innovation cluster, contributing to the aspiration of building Da Nang into a national high-tech center, and is expected to become a ‘magnet’ for talent – a cradle for advanced packaging technologies ‘Make in Vietnam’.”
The city is committed to continuing to work with enterprises and training institutions to implement research, technology transfer, and innovation startup activities, aiming to become a high-tech hub of the Central region and the whole country.

Visit to the VLSI design training course and startup technology spaces
Immediately after the launching ceremony, Minister Nguyễn Mạnh Hùng and the delegation visited the R&D space for High Technology and Semiconductor Chips of FPT Corporation. The delegation also visited startup companies operating in the fields of semiconductors and artificial intelligence at Da Nang Software Park No. 2, which are receiving premises support under the city’s policies.
As part of the visit, the Minister met and exchanged with students of the VLSI – Physical Design training course organized by the Danang Semiconductor & AI Center (DSAC). The course has 38 students, who are lecturers and final-year students from local educational institutions, and is taught directly by Mr. Phil Hoàng – Senior Technical Manager at Skyworks Solutions, Inc. (USA). The Minister praised the students’ seriousness in learning, affirmed the crucial role of human resources in the development of the semiconductor industry, and encouraged young people to actively practice, proactively engage with businesses, and be ready to integrate into the domestic and international labor markets.



A driving force for semiconductor development and innovation at the local level
The working program of the Ministry of Science and Technology’s leadership in Da Nang is a meaningful activity, demonstrating not only the Central Government’s support for the implementation of strategic goals, but also recognizing the local efforts in effectively carrying out major orientations for the development of science, technology, and the semiconductor industry.
Through the project launch activities, visits, and engagement with the training – startup – technology enterprise ecosystem, the program has added momentum to the process of building a high-tech industrial center in Da Nang, contributing to the sustainable development of Vietnam’s semiconductor industry in the coming time.
